Muggleborn Registration Commission


The Muggleborn Registration Commission was set up within a month of Voldemort taking over the Ministry of Magic, supposedly because the Department of Mysteries conducted research which found that magic could only be inherited, and thus that any "so-called Muggleborn" must have obtained magic by force. The Commission was then set up, ostensibly, in order to investigate this. In reality, the Commission was an instrument of discrimination against Muggleborns in line with Death Eater ideology

Although they claimed to have "issued an invitation" for Muggleborns to meet with the Commission, the Commission in fact forced Muggleborns to turn themselves in. The Commission had Muggleborns who registered fill out questionnaires about their family history, and then wait for their trial behind bars in the Ministry of Magic. Those who could not prove that they had magical heritage were sentenced to Azkaban for having "stolen" magic. Some, however, were apparently released after being stripped of their wands and their jobs.

MAJOR WIZARDING LAWS


These laws are monitored by the Improper Use of Magic Office. On receiving intelligence reports of a violation of the Decree, a note is sent to the offender detailing actions that will be taken by the Office. First-time offenders are usually let off with a warning while extreme cases may be referred to the Wizengamot.


International Satute of Wizarding Secrecy
    The International Statute of Wizarding Secrecy is a law in the wizarding world that was first signed in 1689, then established officially in 1692, following the Salem Witch Trials. The law was laid down by the International Confederation of Wizards to safeguard the wizarding community from Muggles, and hide its presence from the world at large.

    Punishment for offenders varies. As an example, Carlotta Pinkstone famously campaigned for the repeal of the Statute and was imprisoned several times for breaching the Statute in front of Muggles.

Decree for the Reasonable Restriction of Underage Sorcery
    Bans the use of underage magic outside of wizarding school. The Ministry does recognise that they may have to use magic in certain situations such as self-defence in a life-threatening situation. In addition, young children of below school age, or children who are not in possession of a wand, are mostly exempt from the rule since they usually have little or no control over the magic they perform.

    This rule is in effect for wizards under 17 years and monitored using The Trace, which alerts the ministry magical activity is performed in the vicinity of the underage individual. Remus Lupin and Ron Weasley each claimed that it was impossible for the Trace to continue to function on a person over the age of seventeen, and that it could not be placed on an adult.

    The Ministry generally ignores when the Trace is broken by underage wizards and witches of wizarding families. This is due to the fact that the parents' own magic will constantly interfere with the Trace, essentially makes it useless at monitoring their use of magic. In these cases, it is expected that magical parents to discipline their own children. It could be argued, as a result of this, that children born into wizarding households have more legal "wiggle-room", when breaking the restriction for underage wizardry, than half-bloods living with all Muggle relations (like Harry), and Muggle-borns.

    Punishment for breaking this law ranges from warning letters to expulsion from Hogwarts. Expelled students have their wands confiscated and snapped and are banned from practicing magic. After the Trace expires, however, the effectivness of this ban is questionable.


Animagus Registration
    All Animagi must register with all their distinguishing features and traits noted, in order for them not to abuse their abilities. The registry is open to public viewing. Failing to register will receive a sentence in Azkaban.

    On The Ministry, this registration law extends to Metamorphmagi and Werewolves as well.
